Rocky View County developed in-house matrix to allow the planning team to review documents with confidence and uniformity
An Alberta municipality is sharing their guide for the review of planning documents to ensure alignment with the South Saskatchewan Regional Plan.
Rocky View County created a review matrix that was used by the planning team to assess planning documents.

The matrix is divided into outcomes and objectives from the South Saskatchewan Regional Plan, and planning documents can then be analyzed according to how they meet the individual objectives. By highlighting how documents are both aligned and not aligned with the regional plan, opportunities for improvement can be identified.
“We took the South Saskatchewan Regional Plan and pulled out all of the strategies and policies that we identified as being relevant to our planning documents,” said municipal planner Jessica Anderson.
The review matrix does not include every strategy from the implementation plan in the South Saskatchewan Regional Plan but rather isolates the strategies that are most applicable to Rocky View County.
“We’ve done a review of each and every document and the matrix allowed us to do a thorough and consistent review,” said Anderson.
Documents were reviewed by various planners in the department and the task was not delegated to one person. This team approach allowed both experienced and new planners to understand the layers of planning documents in the county and get their hands on older documents that are not used every day.
The Rocky View County planning services departments started with a review of the municipal development plan and then went down to policy and procedure documents. Considering that most planning documents flow from the municipal development plan, their first goal was to ensure it was consistent with the regional plan.
By April 2018, Rocky View County had reviewed close to all their materials using the matrix. The reviews were compiled to identify any issues with compliance and included proposed solutions to meet the compliance requirements for the South Saskatchewan Regional Plan.
