Alberta’s Land Use Framework and Municipal Governance in Rural Communities (2015)

This report from the Alberta Centre for Sustainable Rural Communities reviews the Land-use Framework, Alberta Land Stewardship Act and the regional planning process with consideration for rural communities.

Researchers identifies gaps within Alberta’s governance structure for land-use related decisions and the goals of the Land-use Framework:

  1. Implementation gap
  2. Knowledge gap
  3. Scalar gap
  4. Structural gap

In response to these gaps, the report suggests two options for governance by rural municipalities:

  • Large-scale amalgamation of rural municipalities to increase collaboration
  • Developing regional sustainability frameworks through cooperation among municipalities and a process to identify common values and goals.
